If in fact a pay system does come to fruition, why can't it be a one
time up front fee? If a domain is used to spam, it is blacklisted. If it
cost $100 or so to 'accredit' it, along with the now very cheap name
registration, it would cost more up front to get the spam started and
then that domain would hit the blacklist very fast. I see no reason to
have a weekly, monthly, or yearly fee to maintain this accreditation.
IF it comes to this, I say hit the domain owner hard and fast, but only
one time ever. Blacklisting would become very expensive. I personally do
not think that 95% of the spammers we are currently dealing with are
making much money... and that income is reducing as spam increases.
I vote to let SPF do it's job, and try to keep the internet as free as
possible.
