It seems to me they took exactly the right approach: if there are two
competing proposals and people can't agree on which is better, then
implement both and see which one really is.
Yep. I don't know the detailed backstory to this, but I can certainly
empathise with the difficult decision. It's a rare and brave thing for a
WG (in *any* standards setting) to admit that things aren't working out as
planned, and to call a halt. It's always so much easier to just extend the
schedule by a few months here, and a few months there...
