No. "SPF" means "SENDER Policy Framework".
Personally I'd prefer it be changed in the future to
"Standard Policy Framework" or "System Policy Framework
As I'd like to see its use expanded to more then just SMTP sender
policy specification (in fact to more then just SMTP) and would have
no problem with recepient policies being available for checking by
means of DNS lookup when email is being composed.
But as it stands right now in v=SPF1 specification, it should focus
on sender policies associated with use of addresses used in MAIL FROM.
