No. They're set up by the _users_. Those who actually administer the
receiving site may have absolutely no idea about it.
You, as a receiver, have far better methods for learning about
forwarding relationships. The sender has almost no way of knowing
when, if ever, they will send email to an address that gets forwarded.
Occasionally maybe, but in general the receiver is no better off than
the sender. My ISP has no idea how many of its users forward mail from
vanity domains elsewhere to its addresses.
