There is no license. The code all falls under the United States
Copyright act. What follows is an attempt at explaining his viewpoint
on this. You must read all of it in order to fully understand not only
where he is coming from but also to obtain the full picture.

There is an abundance of information explaining his views. His software
is the most secure software that the Internet has ever seen, and he's
been good to his word to date. Review his court case against the USA
regarding exportation of cryptography. He's not someone like MS, and
isn't going to turn around and demand fees, and after reading the
information available on his site I suspect you'll see he really can't,
not without contradicting himself.
