A lot of yet-unregistered domains have been mentioned in this thread. I
think we _can_ include unregistered domains in the vote, however the
domain name trustee will have to register any winning but yet-unregistered
domains before we can announce the vote result.
As for the many cc-TLD (country-code top-level domains, such as .co.uk
or .ws) based domains, I think it is not appropriate for the project to
hold those as official assets. At least not until the project has grown
much larger and can afford their permanent maintenance. (Remember, the
set of _official_ domain names needs to be clearly confined and remain
constant.)
