Why should anybody want this, there's nothing wrong with
forwarding - you just can't check SPF behind your border.

It's a sender policy, it has no idea what you do behind
your border.  If you (as MX or behind it) forward mails
with the old MAIL FROM to a place where SPF is checked
it simply cannot work.  It's a feature, no bug.

don't call a long-standing function operating the way
it always has operated a problem.

It has its own "551 user not local" error code for ages.

Better procedures for redistribution (e.g. mailing-lists)
also exist for ages, just use a new MAIL FROM.  Or reject
the mail with "551 user not local".  Or try the similar
251 and let the old sender and the new recipient sort it
out if that doesn't work for the old MAIL FROM.

SPF is a voluntary system, nothing forces you to do SRS
if you simply don't want it.  If you have some troubles
with Sender-ID / PRA it's a very different story - they
check the wrong policies and want you to manipulate the
mail body, that's of course illegal, stay away from it.
