You seem to understand the problem, but what makes you claim this
forwarding is "wrong"?  RFC2821 explicitly permits it.

Perhaps RFC 2821 permits it but it also mentions several problems
with it.

Last but not least: The _senders_ policy explicitly forbids it.
Maybe RFC 2821 allows something technically and in general but
the SPF record is more specific and thus has more value IMHO.

That RFC even describes it as common, and it's a lot more common than
most people on this list seem to realize, especially this time of year
when thousands of university students have their school address
forwarded to their home address or some temporary summer address.

There is no forwarding problem.  All the university has to do is
stop using other people's names.  The problem is using the name,
not forwarding the message.
