As the other example. FAIL from "-all" since ?ip4:1.2.3.4 doesn't result
in a PASS. Any other IP would yield a NEUTRAL result since it matched
with a PASS on the include:. Domain_a never generates a PASS from its
SPF record since it has no + prefixed mechanisms.
NEUTRAL==NONE. It can only be returned from the top SPF record.
