IANA message header field registry for Received-SPF.

There's only one SPF RFC if you're not counting "senderid".

Evaluate policies left to right, x1 x2 x3 x4 x5 x6 x7 xall.

The 1st match is the final result, do with it what you like,
e.g. reject FAIL, greylist SOFTFAIL, be careful with a PASS
from unknown strangers, or be happy with a known PASS.  For
NEUTRAL be always careful, it's actually the same as NONE.

Now if you say "I'm not interested in NEUTRAL" that's fine,
if the first match is NEUTRAL you're done evaluating the
policy and as you said you wasted time.

OTOH if the first match is PASS or some kind of FAIL you
didn't waste time, the only way to find out is to evaluate
left to right.

If a sequence like x4 x5 x6 has the same qualifier (e.g.
all - FAIL or all ? NEUTRAL) you're free to evaluate it in
any order you like, but for different qualifiers it's left
to right.

Come on, that's obvious, "v=spf1 ?mx -all" cannot mean "if
I don't like NEUTRAL I just skip ?a and get -all FAIL", that
makes no sense.
