*Any* option is better then sid-milter using controls intended for 2821 addresses (SPF) against 2822 addresses (PRA).

If you want to use the 2821 controls, use them against the 2821 fields.

If you want to check 2822 fields, use the 2822 controls, not the 2821 controls. Given there is minimal 2822 (PRA) published controls:
You may want to use SPF, not sid-milter/PRA.
