and accept it for another?

Perhaps I'm missing something here, but we do exactly this by simply
returning 2xx to some RCPT TO while returning 4xx or 5xx to others, all
based on the recipient's mail control settings in our directory.

Yes you are missing something....  Scott Kitterman was referring to
rejecting an email based upon its content, and thus only after the DATA
phase of the email.

No, I was referring to rejecting based on SPF before DATA.

I thought that's what we were talking about was per user SPF rejection 
policies.

My apologies for not following the entire thread before replying.

My only point was that recipients can be treated differently based on
their own preferences for rejection of e-mail.  However, this may not
make sense for SPF-specific policy checking.
