Even though "-all" is not a valid domain-spec?

Even _if_ we assumed that the spec actually said to ignore an empty "exp=" 
argument, _where_ does it say to ignore an invalid domain-spec in "exp="?

Come on, guys!  What's going on here?  Is this an April's Fools joke or 
what?
