So the best way to resolve this is to make it hard/impossible for spamemrs
to deliver email if they are falsifying headers. Then we end up with spamemrs
that have to buy service directly from ISP and get ip block listed (under
their name) in whois and have correct name in whois server, etc. So we
know who spammer is, where they are and can black-list the block or
domain (they will get a new one - I know...) and laws can take care of
closing their business at some future time.

I've been studying the various states laws and I believe the reason that the
Washington law looks strong but acts weak is that the spammers that you can
find
easily (and serve legally) are not falsifying headers, routers, email
addresses,etc and therefore do not fall afoul of the laws. The ones that do,
can't be found or can't be served.
