if the spammer doesn't reveal its identity and uses a fake
sender address?

Not that I am aware of, no.

(In Compuserve V. Cyberpromo, it was well known who the spammer was.
That was back in the days before they started using all sorts of
clever tricks to make it nearly or totally impossible to find them.)
