I would hope that after some number of bounces a vendor would stop sending email to that account, and at the very least, flag it for attention of the user the next time they log in. In an ideal world they'd send periodic confirmation requests--but they don't.

Does anyone have any facts there? I know that some sites ignore them--I can offer easy proof of that in my bounce lists. But is that standard practice? Can any of the C/R folks give their experiences?

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
