This is truly a barrel of red herring. Separate mechanism from policy.
The discussion is the policy that an organization can set regarding
trace information. The proposal is that processor ids can be
considered privileged information and deleted from the trace. Fine,
then the organization must have a way to respond to queries about its
tracing policies and to respond "processor ID's are not available".
That doesn't mean that the policy is recommended, it doesn't have to
appear in any RFC. An organization can have any policy its wants for
trace information, but it MUST support tracing mechanisms and it MUST
reveal its policy.
