If everyone were spamming, it would indeed be hard to police it.
But that doesn't seem to be the case.   The problem with policing
spamming is different - it's too easy for spammers to hide their
tracks, e.g. with a botnet.

Lots don't.

If we got spam _reporting_ up to the same level of technical
proficiency as we carry out _filtering_, then the problem _might_ be
reduced significantly.

There is also an inordinate amount of password cracking and similar
bot-like activities which can be reported... A few ISPs seem to react
adequately to reports of such abuses.

For analogies, how about pollution?

With minor tweaks, SMTP could support well CPUs slowing down so as to
cut energy consumption. The Internet reportedly contributes some 2~3%
of carbon emissions. However, spammers make such kind of energy
saving attempts out of the question. Even on a tiny mail server, I
never need to ping to check if the network is up, it's enough to tail
-f the mail log.

Spam is like waste abandoned on the side of the road, or burned in the
backyard. It forces servers to consume more energy than they would
otherwise. It pushes climate crisis.
