I operated my own mail server for many years—since the late eighties.  A couple 
of years ago, I got serious about spam mitigation.  After spending countless 
hours trying to implement solutions, I realized that I was losing the battle, 
and I finally just switched to using GSuite.

So if what you are saying is true, it’s news to me, and doesn’t match my 
experience.   The fact that there are open source solutions out there that do a 
pretty good job is not an indication that the problem is well solved.   My 
experience is pretty much the same as Keith’s: spam continues to cause serious 
damage and is actually advantageous for large email providers, but creates a 
new set of problems because of that.
