Ditto for PC members. Being a member is the incentive; the IETF is a
volunteer organization. If you can find a dozen or so people to stop
what they're doing and be ADs, you can certainly find more people who
will participate if they can do so at a lower level of commitment.

Are you sure you can find the people?

What went wrong with ICAR (Improved Cross-Area Review)? It was closed due to lack of activity; 12 people enlisted as reviewers, just a single review conducted, the reviewers didn't deliver.

It is not clear you can just simply find people to actively contribute in this kind of activity.
