not really.

most people have full-time jobs.  giving them outside funding does not change
the impact on that full-time job, unless they give it up.

if the candidate is to be as knowledgeable about the profession as we would
like, then they should be valuable to their employer.  

Sure - but most people have to pay for their time out of some sort of
pot. Doing AD work while being on fed out of other pots puts the AD in a
tough spot of doubling their work. The solution is to be relieved of
some of their other work.

Reducing the load helps, but not that much; there aren't other jobs,
including TPC chairs of large conferences, that take anywhere near this
much time.

So the real requirement is to reduce the load the IETF places on an AD.

IMO, this is definitely a requirement, but funding support wouldn't hurt
either.
