In my experience, 80% or more of the people say nothing during WG
sessions, and even fewer chat with IESG or IAB members in an official
capacity. Is there a shadow IETF meeting that I don't know about? :)
Perhaps true or not (for example I attend WGs where I don't say anything, but
at others...), but more importantly our definition of a "contribution" is
broader than that.
