This is the key point. The anchor hotel, especially when there
is a convention centre involved, is quite likely to be overpriced.
The IAOC should, IMNSHO, ensure that an adequate set of moderately
priced hotels within a short walk of the venue is available.
That seems to be the problem in Taipei; the backup hotel is
useless and not particularly cheap.
