So what do we do to improve this? We probably need some set of measurements (e.g., some set of diversity measurements for various sets such as I*, WG chairs/secretaries, document authors/editors, nomcom members), some idea of contributing factors, and some set of things we can do to try to improve. We can then try implementing some and remeasuring to see if they helped.
