Possibly, but we get quite a lot from parts of Asia where I'd think
the language issue would be more severe.
I agree with Melinda, it would be good to figure out how to get people
in South America more involved in the IETF, but I also agree that
there is no reason to expect that an IETF meeting there would make any
difference.
