Also, there are several events in each country that can be used to
disseminate the actions of IETF. In Brazil, for example, the events
linked to universities and research centers are promoted by the
Brazilian Computer Society (a lot of). Other less formal events but with
participation of people interested in the IETF can be used also, but
should be advised of this because the informal nature makes them fairly
closed.

Immediate action could be, perhaps, the availability of liasons in each
country, evaluating assumptions and indicating alternatives available to
the IAOC or another sector of the IETF. Such liasons should be grouped
regionally leading permanent brainstorm on these issues. Subsequently
divulge the results.

I agree with Vinayak and Melinda concerns.

      Initially talks during these events would work. They do not have to be
made by people traveling from other regions, in some cases local or
regional people could help.
