   governance topics.  The conference will not include any discussion or
   activity to create solutions for specific topics such as security,
   privacy, surveillance, etc."

I don't know whether you have been following the progress of the "Marco Civil da Internet". It is an Internet Bill of Rights which got pushed forward again after the Powerpoint affair was raised at the United Nations [1].
