I understand that, but because we can’t “set” the policy of the companies that
employee our subscribers, we need to be able to work with as many email
providers as possible, which means being VERY strict.
There are two ways to achieve that, I think:
1) Using a comprehensive set of DNS-BL
http://www.dnsbl.info/dnsbl-database-check.php
2) Not using any DNS-BL but then we need to clear the original headers before
re-sending the email to the IETF exploders.

There are many blacklists. Some are well run. Some less so.
I'll suggest that any effort that goes down the path of providing
abuse-related directions to IETF ops staff needs to develop a detailed
policy specification -- including citing the abuse information lists to
be consulted -- that there can be review and consensus on exactly what
is to be done.
