How exactly is it a privacy concern for a receiving SMTP server (that is
receiving an email from joe(_at_)domain(_dot_)com from IP 11.22.33.44) to do a 
dns
query of:
44.33.22.11.joe._spf.domain.com and the DNS server would return a value that
signifies either 'permitted' or 'denied'?  I believe that is pretty much
what Phil was suggesting, but with possibly more information fields in the
query....

Uhhh, sorry to interfere, but that would imply a huge privacy problem
(prohibitively huge in some countries, especially in the European Union).
You can't just give away a lot of details of private messages to 3rd party
servers.  And I'm glad that this isn't allowed here in the EU.
