Not something you want to allow opening on a wide basis.  You can do
per-user macros, as well as provide specific alternates--say, the dialup ISP
with which said organization purchases accounts for use.  That still doesn't
need header/body checks.

SPF is meant to provide a good SMTP transaction level framework.  Let's try
to work inside that and come up with better ways of handling corner cases so
that the likelihood of "unknown" coming from an unimplemented mechanism in
the wild stays low.
