Those are rare in the U.S., but they do exist. Speakeasy.net is one
example that I've had recommended to me.
Most ISPs here try to discourage servers. Their service is targeted at
the general user who mostly web browses. To them someone running a server
is someone who's likely to hog a lot of bandwidth, and they don't want any
part of it.
