The form wasn't so helpful, with only negative responses received.  I
was, however, persistent and after calling (only 20 Min on hold today)
and arguing for a short bit with the friendly tech., was able to get
them to add generic PTR mappings for our block.  ....well, really I just
got a trouble ticket saying they would, but she did sound sincere.
