I don't believe so. I subscribed to it, and could post there immediately. And
I've no reason to think that I'm specifically "designated" in any way ;-)
Ah, my own stupidity: i forgot which address i used to sign up for the list,
and the list silently drops submissions from adresses not in the subscription
list.
