Seriously the way to resolve it should not depend on existing election.

Why not?  The candidate who got the most votes is the person who best
represents the views of the community.  Even though some here may say one
cannot bootstrap a democracy, that is exactly what we are doing, so we
don't have much choice for tie-breaking methods if we want to be fair.

It is either some kind of agreed random selection method or its based
on their name or something else that is known to be unique.

If we really want to use random selection for breaking a tie, then let
every candidate not involved in the tie secretly choose a number between 0
and 99 and send it to John Pinkerton, who then publishes the numbers, sums
them up, and calculates "$SUM mod $TIED_CANDIDATES".
