Our MTA goes one further. It will only resolve to a domain if the
admin has specifically bound the IP to a domain. Otherwise it always
fails.
The primary domain in an SMTPD32 installation is intended to be
IP-bound (it can be tweaked otherwise, but this results in other
breakage). Other IP-bound domains on the same box will also deliver to
their address literals only. Amd since the vast majority of SMTPD32
installations have all available IPs in use, this amounts to the same
restriction you describe.
