Binary is not an evil to be suppressed. It
is reasonable to believe that this is where we are headed.
Boy, you sure do wander around the point! This is the first time that you have
ever mentioned that your goal is to get binary to be declared as the default.
When a mailer support binary-transparent transport, there are no reason for
the mailer to relay data through non-binary-trasnparent transport.
I can tell you right now that this isn't going to happen, if for no other
reason than a binary default would constitute an incompatible change in
RFC822.
It is not a violation of standard to transmit 7bit data over 0-255 transport.
