that requirement imposes considerably more of a burden (and delay) than you
appear to appreciate.

I think striking the right balance's important: The burden should be big
enough to prevent most frivolous additions, but not big enough to prevent
any serious, considered additions.
(And yes, I think that anything for which an implementer writes parsing
and generating code must be said to be serious and considered, whatever
its merits.)
