I agree with Arnt that in a number of cases it is really proper that
some submitters are not subscribed to the mailing list they send to.
Examples are:
1. bug report lists and customer services addresses - such as mentioned
by Arnt
2. committee group lists, such as the list for a board in an
association, where eg members can submit requests to the board.
3. joint discussion between two or more groups.
