This'll be my last reply on the topic of postage mechanics unless someone
asks me a direct question.  I can hear you all sighing with relief.

My suggestion was to make the delivery agent responsible for attaching
the token.  The sender simply tells the delivery agent how to charge
the cost of the token back to the sender; the token itself never leaves
the recipient's [provider's] control.  So ESPs don't buy tokens, they
provide payment accounts against which recipients make charges.

Not literally, but it would probably be possible to recognize a reply
and skip charging the reply-er for his message.

You don't need to, because you never give them to someone who might try.

If implemented as I suggested, you throw away incoming tokens and create
a new one at delivery, like the Return-Path line is handled today.
