If MLM software were smart enough to avoid adding subject tags and
footers in case they are already present, then the list manager could
ask subscribers who sport incompatible ADSP policies to carefully
submit their posts, so that list processing won't break their author
domain signatures.

"all" as my "rejectable".
Yes, reject so that inattentive posters have a chance to amend their
messages as required.
This second option seems simple enough to me.
