I checked the last 10 listed at
http://spftools.infinitepenguins.net/earlyadopters.php
and worldonline.de, thyrsus.com, spamhaus.org, and spamassassin.org
(30%) had -all.
I noticed that the only ISP/ESP I could find that published -all was
hushmail.com.
Even gmail.com doesn't - and they could have from the start relatively
easily - no installed base to worry about.
There's an obvious conclusion:
If I run a big ISP, I'm much, much more likely to be willing to put a
-all in a CSV record than an SPF record.
Why? Because I don't have to coax all my customers to use allowed SMTP
servers.
This is a big advantage for CSV+NBB.
