In my recent trip to Santiago, Chile, locals not speaking
English turned out to be really painful for someone who can
not speak Spanish, like myself.
I hope this is different in BA, but I doubt so.
Probably about the same as Santiago, at least in my experience
with both. The comment about English is Adelaide was presumably
intended as a joke -- The various dialects of Aussie are
probably not a different language from American English, but the
point is occasionally debated.
