The law is from the 1920ies or so. No one bothered to change it.

IETF 83rd was in Paris, France, March 25-30, 2012

At that time there still was a law on the books that women
walking in public in Paris in trousers/pants (rather than dress or skirt)
could be taken into custody by the police.
