I think we're talking about two different levels here.  If we wish to
reach out to a new area, we should find the accommodation in that area that
is best for our principles.  Once that is done, we do not need to move
within that territory simply for the movements sake. If Argentina works, we
do not have to also go to a neighboring country that matches the principles
less well, simply to move around.

Neighboring country is, unfortunately, a pretty airy concept, for which I
apologize.  At the moment our policy is written in terms of very, very
large regions, and it may well be that some change there may help clarify
when a move accomplishes some regional fairness and is not simply a
consequence of other forces.
