Er, get a hosting account somewhere outside of your measured traffic area, filter your mail there, and transfer legitimate messages from there?

And dbsbl has not very high accuracy - new spammer appears every minute,
that's why a lot of spam moves through.

An SMTP-time DNSBL is the _ONLY_ current solution which will permit you to discard mail before taking the hit for the body. Not yet implemented is a sender authentication scheme (I don't mean SASL here) wherein the legitimacy/security of the sending host is encapsulated in a trust mechanism.

I'm calling to disable spam at MTA level, not to remove it from my mailbox !

... in which case, procmail isn't your tool and you're really looking for a different discussion list to pose your question, since procmail will not see the message until the traffic hit has occurred.
