Huh? I just tested this again to make sure. I created something called 
test.fil and attached to a message that I sent to my other account on 
panix. I then opened it up on the panix server side with pine and it was 
not in the body, but designated as an attachment. I also went ahead and 
used Eudora to open my panix mail and the file showed up as a clickable 
icon in the body of the message.

Stop opening the messages in mail clients. Procmail is not a mail client
and does not treat messages as they do (which would be difficult since they
all do it differently).

Procmail works with the RAW message which has, basically, only two parts.
Those parts are the header and the body.

Find a message that has been sent to your panix account -- IN THE
FILESYSTEM (ie, find the filename it was saved as, don't open Pine and go
looking around).

Now, open that file with 'less' or another file viewer that doesn't try to
interpret the files it opens. That is the raw message that procmail looks
at. Starting at the top scroll down until you find the first BLANK LINE.
Everything above that line is the header, everything below it is the body.
(make sure it's really a blank line -- most viewers wrap lines so try to
view the file in "unwrapped" mode.)

Use the search function in your viewer to manually search for the base54
tag and see if you find it above or below the line.
