Yes there is.

You can fine them or lock them up for breaking the law. That will prevent 
them from dialing random numbers, or sending out spam.

We lock up (and execute) rapists and murderers, and you ever noticed how 
they don't go around raping and murdering people at random anymore once 
they are locked up?

There's more to this crime and punishment thing than many people believe.
