Yes there is.
You can fine them or lock them up for breaking the law. That
will prevent
them from dialing random numbers, or sending out spam.
We lock up (and execute) rapists and murderers, and you ever
noticed how
they don't go around raping and murdering people at random
anymore once
they are locked up?
There's more to this crime and punishment thing than many
people believe.
Sure is. But that's IF you can track them down AND you can *legally* prove it
AND they are in your
jurisdiction AND you get a conviction THEN you will stop 1 spammer from
spamming FOR A WHILE (until
they get out, or move their business overseas, or both).
Laws and punishment really worked, there:
a) would never be repeat offenders
and/or
b) jails wouldn't be so full
Problem is, not everyone puts proper weight on consequences, even if the
consequence is a sure thing
(and it usually is not).
