Maybe there's a difference between ?all at the end of a sender
policy (dito the implicit ?all), and a ? before the end.
IMHO a receiver has the right to say "now I've burnt many CPU
cycles and bandwidth for DNS queries, and all I get is a ?all
at the end ? Die, spammer, die, score +3." OTOH it MUST NOT
