No, not at all, for the simple reason that there is no coercion or

Blacklists exercise no such force majeure.  The are an advisory without
the ability to either compel, or to detect or castigate those who don't
comply or subscribe.

No, blacklists are just the old game of Coventry in British High
Schools, except without the peer pressure or political alignments.
